General Project Oversight
We consider accountability paramount and appreciate the involvement from regulators, local jurisdictions and the public. It is the intention and mandate of the LandWell Company, through the cooperation and oversight of these groups, to remediate the site to the standards that allow for residential development. Much time and effort has been put into thoroughly investigating and characterizing this 2,200 acre site, and words cannot express our gratitude for all those engaged in the process.

From a regulatory standpoint, the Nevada Division of Environmental Protection (NDEP) leads the oversight and is supervising the remediation process to ensure the land is remediated to the standards that allow for residential oversight. The NDEP has a portion of it's website dedicated to this project. It is located at http://ndep.nv.gov/bmi/index.htm

The US Environmental Protection Agency (EPA) has delegated its authority to the NDEP but maintains involvement to help ensure the project is completed timely and in accordance with US EPA standards.  The NDEP has jurisdiction over the clean up.

Locally
,the City of Henderson continually monitors the progress of the remediation effort to insure compliance with applicable standards. It wants to insure this project which is located in the City of Henderson is safe for future residents.

The LandWell Company will oversee the cleanup of this site and Basic Remediation Company, an affiliate of The LandWell Company, will carry out the physical clean up of the property pursuant to detailed plans approved by the NDEP.

The citizen's advisory group, The Restoration Advisory Committee, was formed in 1999. Its members represent a cross-section of the community including community leaders, business representatives and interested citizens. The committee has been meeting on a regular basis to be updated on the progress, allow dialog amongst its member and provide feedback on the process.

Construction Oversight

It is customary for a restoration project of this magnitude to have adequate oversight in order to ensure administrative, financial, quality, safety, and regulatory objectives are met. To that end, Basic Remediation Company (BRC) along with state and local officials have implemented a system of oversight to ensure the project is properly implemented consistent with regulatory and permit requirements and the public’s safety and that of the workers both during the actual remediation and placement of the impacted material is assured.

For BRC, in addition to its responsibilities as owner and project manager, oversight is supplemented by Weston Solutions, who has been hired by BRC as the project construction manager. Weston works with the contractor and subcontractors, BRC’s CAMU quality control team (see below) and local and state field representatives to ensure the project runs smoothly; all workers follow the strict safety regulations in place; the contractor constructs and performs its work in accordance with the approved plans and specifications; and all state and local regulations are followed.

Along with Weston, BRC has hired Geosyntec, the design engineers for the CAMU, to provide quality assurance during the construction of the CAMU. Geosyntec is at the CAMU verifying all work associated with installation of the liner system, preparation of the waste, and placement of the waste are conducted in accordance with the project specifications. Its efforts ensure the CAMU is built in a manner that will safely inter the waste forever.

Finally, NDEP, the agency with direct regulatory responsibility, provides oversight as well. For this particular project NDEP has hired two firms, McGinley and Associates and Applied Soil and Water (ASW) to provide “boots on the ground” to oversee not only the work of the contractor, but also the work of BRC and it’s oversight staff mentioned above. NDEP has staff on the site during a majority of the work hours.

Collectively, all this oversight means there are many people with the necessary expertise observing to make sure the project is executed in accordance with specifications, and safely.

Did you know...

The Muddy Creek formation underlies the Qa.  The Muddy Creek formation underlies much of the Las Vegas Valley and is more than 2,000 feet thick in places.  The upper portion beneath the site is referred to as TMCf.  The soil of the TMCf underlying the site is typically fine-grained (sandy silt and clay silt), although layers with increased sand content are also sporadically encountered.
